These Terms & Conditions apply to the Biharsharif Nagar Nigam website, citizen portal, and mobile application. By accessing, registering, submitting an application, making a payment, or using any service feature, you agree to comply with these terms and with all applicable municipal rules, circulars, tax provisions, and digital submission requirements.

1. Scope of Services

The platform is provided for municipal service access including property tax, grievance filing, trade license, building permission, notices, citizen communication, and other services made available by Biharsharif Nagar Nigam.

Features may differ across website, mobile app, and departmental workflows, and some services may be enabled, modified, or withdrawn without prior notice.

2. Registration and Account Use

Users must provide accurate mobile number, email, address, ownership details, and any other information required for registration or service delivery.

You are responsible for maintaining the confidentiality of your account credentials, OTPs, payment references, and activity performed through your account or registered device.

3. User Declarations

By submitting any application, form, tax declaration, KYC record, or document, you confirm that the information provided is true, complete, and submitted with lawful authority.

False declarations, impersonation, forged documents, or misleading uploads may result in rejection, suspension of service, cancellation of benefit, recovery proceedings, or legal action.

4. Taxes, Fees, and Payments

Tax, fee, penalty, rebate, arrear, and demand calculations displayed on the portal or mobile app are subject to verification against municipal records and applicable rules.

Payment is considered successful only after confirmation through the authorized payment workflow, bank, gateway, or approved collection process. A generated receipt or acknowledgement may be revised if reversal, failure, or reconciliation error is later identified.

5. Documents and Verification

Uploaded files must be readable, relevant, and genuine. The department may request original documents, field verification, additional records, or clarification at any stage.

Submission through the portal or app does not automatically grant approval, mutation, registration, certificate issuance, payment clearance, or completion of assessment.

6. Mobile App and Device Usage

When using the mobile application, you are responsible for the security of your device, internet connection, and app access. Biharsharif Nagar Nigam is not responsible for loss caused by unauthorized access arising from device compromise, shared login, or user negligence.

The app may require network access, notification access, file upload access, camera access, or other device permissions only for service functionality such as registration, grievance upload, document submission, or payment proof handling.

7. Service Continuity and Changes

The Nagar Nigam may update content, forms, tax rules, UI, calculations, service flows, APIs, or supported features on the website or mobile app at any time for administrative, legal, operational, or security reasons.

Temporary downtime, maintenance, integration issues, network delays, or gateway outages may affect access to services, uploads, receipts, or dashboards.

8. Intellectual Property and Restrictions

All official content, records, branding elements, notices, downloadable formats, and portal structure remain the property of Biharsharif Nagar Nigam or its authorized licensors, unless otherwise stated.

Users must not copy, manipulate, scrape, reverse engineer, overload, disrupt, or misuse the platform or any municipal data made available through it.

9. Compliance and Jurisdiction

Use of the website and mobile application is governed by applicable laws, municipal by-laws, administrative orders, and departmental processes in force from time to time.

Any dispute, interpretation issue, or claim related to portal or app usage will be subject to the appropriate jurisdiction applicable to Biharsharif Nagar Nigam and competent authorities.

Important Operational Note

Users are advised to review all details before submission or payment. Departmental records, field verification, approved assessment history, and lawful authority of the competent officer will prevail in case of discrepancy between user-entered information and official municipal records.
